On June 30, 2026, Professor Fang Quan, Associate Vice President and Dean of the Faculty of Law at Macau University of Science and Technology (MUST), led a delegation to the School of Law, Zhengzhou University, to attend the Seminar on Foreign-Related Legal Talent Training in Henan and Macao. She was accompanied by Yi Zaicheng, Assistant Dean of the MUST Faculty of Law; Mou Xiaobo, Program Director; and Assistant Professors Zhou Ting and Chen Qin. Wang Yuhui, Dean of the School of Law at Zhengzhou University; Vice Deans Zhang Yang and Wang Guiyu; and relevant faculty representatives received the delegation and participated in the symposium.

Symposium Between Dean Fang Quan’s Delegation and Zhengzhou University School of Law
Prior to the seminar, Dean Fang was invited to deliver a keynote speech at the Distinguished Lecture Series on Foreign-Related Rule of Law. Her presentation, titled Modernisation of Macau’s Criminal Law in the National Rule of Law Development Process, systematically reviewed the four historical developmental stages of Macau’s criminal law: the application of traditional Chinese criminal codes during the Ming and Qing dynasties, the transplantation of Portuguese criminal law, the dual-track legislative era, and local legislative development after Macau’s return to China. She conducted an in-depth analysis of four core practical issues concerning codification, localization reform, social adaptation and legal language, and proposed optimization pathways from three dimensions: rule of law concepts, legislative models, and legal techniques.
During the seminar, Dean Fang introduced the Faculty of Law at MUST, covering its developmental history, institutional positioning, faculty team, academic programs, and disciplinary planning for foreign-related legal studies. She also shared the faculty’s well-established experience in cross-border rule of law research and the training of legal talents for the Guangdong‑Hong Kong‑Macao Greater Bay Area.
Dean Wang Yuhui extended a warm welcome to the MUST delegation and presented a detailed overview of the School of Law at Zhengzhou University, highlighting its achievements in Party building, faculty development, disciplinary construction, talent cultivation and internationalized education. She expressed anticipation of in-depth cooperation between the two law schools in talent training, faculty visiting programs and academic research.
The two sides engaged in extensive and in-depth discussions on core cooperation topics, including disciplinary upgrading, innovative talent training models, academic resource sharing, intelligent curriculum development, and reciprocal faculty and student exchanges.
