In November 27, 2025, the Faculty of Law of Macau University of Science and Technology (MUST), with support from the MUST Foundation, hosted a judicial exchange event titled "The Role of the Prosecutorial System in Chinese Modernization" at MUST campus. The event was attended by a delegation of seven senior prosecutors led by Ms. Xiao Wei, Deputy Director of the Political Department of the Supreme People’s Procuratorate. The exchange facilitated in-depth discussions on cutting-edge topics related to the socialist procuratorial system with Chinese characteristics.

In her opening address, Professor Fang Quan, Dean of the MUST Faculty of Law, extended a warm welcome and sincere gratitude to the delegation on behalf of the faculty and students. Dean Fang emphasized that deepening the understanding of the mainland’s procuratorial system is essential for cultivating legal talents with both national sentiment and global vision in Macao under the "One Country, Two Systems" framework. She noted that this visit by senior prosecutors provided a valuable learning opportunity for faculty and students, reflecting the Supreme People’s Procuratorate’s commitment to supporting legal education in Macao. Dean Fang expressed hope that the event would pave the way for closer collaboration between MUST and mainland procuratorial organs, contributing to the cultivation of outstanding legal talents and the advancement of Chinese modernization.

Ms. Xiao Wei, Deputy Director of the Political Department of the Supreme People’s Procuratorate, delivered a speech highlighting the new challenges that technological advancements, such as the digital economy and artificial intelligence, pose to the rule of law. She stressed the importance of integrating legal education with practical judicial work, which is key to nurturing high-quality legal professionals and keeping pace with the times. The Supreme People’s Procuratorate specially selected five experienced prosecutors to systematically introduce the latest achievements in judicial practice and theoretical innovation in the new era. Deputy Director Xiao expressed hope for practical cooperation between procuratorial organs and academic institutions in emerging fields such as digital procuratorial work and smart justice, fostering the integration of law and technology to contribute to the legal development and long-term prosperity of both Macao and the mainland.

In the thematic presentation session, Mr. Yu Shuangbiao, Deputy Director of the Legal Policy Research Office of the Supreme People’s Procuratorate, delivered a speech titled "The Socialist Procuratorial System with Chinese Characteristics." He elaborated on the evolution of China’s procuratorial system, compared it with civil law and common law systems, and explained its constitutional status and supervisory functions. His presentation provided a comprehensive overview of the unique role and practices of Chinese procuratorial organs as legal supervisors, enhancing the audience’s understanding of the system.

Ms. Li Zheng, Director of the Juvenile Procuratorate Department of the Guangzhou People’s Procuratorate in Guangdong Province, focused on civil procuratorial cases. Guided by the "Three Excellences" principle, she detailed the functions and practices of the mainland’s civil procuratorial system, which encompasses litigation supervision and support for prosecution. Through case studies, she demonstrated the procuratorial organs’ professionalism in identifying false litigation, upholding public order and good customs, and promoting fairness and justice.

Ms. He Yanmin, Director of the Administrative Procuratorate Department of the Shanghai People’s Procuratorate, provided an in-depth analysis of the administrative procuratorial system with Chinese characteristics from historical, functional, and operational perspectives. Using cases such as supervision of public transport lane penalties and correction of enforcement activities, she illustrated how procuratorial organs actively oversee judicial trials and promote administrative accountability through protests and procuratorial suggestions.

Mr. Tian Kai, Deputy Procurator-General of the Henan Provincial People’s Procuratorate, presented on "Chinese Procuratorial Public Interest Litigation: Safeguarding National and Social Public Interests." As the youngest of the "Four Major Procuratorial Functions," public interest litigation has developed over a decade into a supervisory system covering areas such as ecological conservation and food and drug safety. Case studies, including those on excessively small font sizes in drug instructions and the lack of nursing rooms in tourist attractions, demonstrated how procuratorial organs effectively protect national and social public interests through pre-litigation suggestions and lawsuits.

Following the presentations, Dean Fang Quan moderated an interactive session with panelists including Deputy Director Yu Shuangbiao, Procurator-General Du Mao, Director Li Zheng, Director He Yanmin, and Deputy Procurator-General Tian Kai. Procurator-General Du Mao introduced the characteristics of criminal procuratorial work in the mainland. Faculty and students actively raised questions on topics such as trends in minor offense governance, administrative procuratorial supervision procedures, and the application of reverse administrative-criminal case referrals. The panelists addressed these questions with practical examples and policy insights, sparking profound reflections on the development of the procuratorial system.
