Faculty of Law Holds Seminar on the Spirit of the 4th Plenary Session of the 20th CPC Central Committee

On the afternoon of November 6, 2025, the Legal Practice Teaching Center of the Faculty of Law of the Macau University of Science and Technology (hereinafter referred to as the Faculty), in collaboration with the Faculty of Law Alumni Association, held a seminar titled "Learning the Spirit of the 4th Plenary Session of the 20th CPC Central Committee " at the University’s R Building. This seminar aimed to gather all faculty members and representatives from the Alumni Association to deeply study the spirit of the plenary session and share their thoughts and insights. The event was attended by Mr. Huang Wenjun, Vice Director of the Department of Law of the Liaison Office of the Central People's Government in the Macao SAR, D Professor Fang Quan, Dean of the Faculty of Law of the Universiy, Mr. Lao Chak Kuong, President of the Faculty of Law Alumni Association, as well as faculty members and alumni representatives.

Dean Fang Quan pointed out that the 4th Plenary Session of the 20th CPC Central Committee has set forth new missions and requirements for the cultivation of high-quality legal talent. She stated that the Faculty would thoroughly learn and implement the spirit of the plenary session, actively align with the new national system, adapt to the strategic needs of the country, and collaboratively cultivate legal professionals who possess knowledge, skills, vision, and compassion—what she referred to as the "four qualities." The Faculty aims to continuously promote high-quality development in legal education and research.

Dean Fang Quan


Mr. Lao Chak Kuong used the theme of "promoting the long-term prosperity and stability of Hong Kong and Macau" as a starting point, relating it to the development practices of Macau's financial industry. He emphasized that Macau should accurately identify its characteristics and advantages, achieving differentiated development in industrial promotion compared to neighboring regions.

In his concluding remarks, Mr. Huang Wenjun emphasized the significant and far-reaching implications of the 4th Plenary Session of the 20th CPC Central Committee. He praised the contributions of the faculty and alumni representatives, expressing confidence that all faculty members and alumni would adhere to the principle of "integrating learning, thinking, and application, and unifying knowledge, belief, and action." He encouraged everyone to deeply learn and comprehend the spirit of the plenary session, using it to guide their work practices and continue cultivating high-quality legal talent.

During the seminar, faculty members and alumni representatives shared their learning experiences related to their respective research areas and work practices. They all expressed that the plenary session has outlined a magnificent blueprint for the "14th Five-Year Plan" period and indicated the direction for future progress. They are committed to using the spirit of the plenary session as guidance and contributing to the "14th Five-Year Plan" with practical efforts.
