Deputy Director Huang Liuquan of the Liaison Office of the Central People's Government in the Macao Special Administrative Region, together with Minister Wang Heng, Deputy Minister Huang Wenjun, Director Chen Xiwen, Director Gao Zhen from the Department of Law, Secretary Gan Zhaomin from the Office of the Liaison Office, and Senior Officer Qi Yiceng from the Department of Law, visited the Faculty of Law at M.U.S.T. on December 18, 2023. The meeting was attended by Dean Fang Quan, Professor Yi Zaicheng, Program Director Xie Gengliang, Program Director Bi Jingwei, Program Director Mou Xiaobo, Assistant Professor Dai Mengliang, and Assistant Professor Zhou Ting.

During the symposium, Dean Fang Quan expressed heartfelt gratitude to the Liaison Office for their longstanding care and support to the Faculty of Law at Macau University of Science and Technology (M.U.S.T.). She also provided an overview of the recent developments in teaching, research, affiliated institutions, academic activities, international exchanges, social services, and alumni affairs of the Faculty of Law. She emphasized that the Faculty of Law at M.U.S.T. has been committed to patriotic education, rooted in Macau and reaching out to both sides of the Strait, with an international perspective. Through a diverse cultural environment, the faculty aims to cultivate local and cross-border legal talents and promote the progress of the rule of law.
Dean Fang Quan
Deputy Director Huang, in his speech, highlighted that as one of the four founding faculties of Macau University of Science and Technology (M.U.S.T.), the Faculty of Law has maintained its distinctive features in cultivating cross-border legal talents and conducting comparative law research. Through efforts in teaching, research, and international exchanges, the Faculty of Law has made remarkable achievements over the past 23 years and has become an indispensable force in the construction of the rule of law in Macau. Deputy Director Huang encouraged the Faculty of Law to continue its efforts in four aspects:
Firstly, to further emphasize teaching and research on the legal system of the Macau Special Administrative Region. Since the handover, there have been fundamental changes in Macau's constitutional order, with the Constitution and the Basic Law forming the constitutional basis of the Macau SAR. It is important to uphold the supreme legal status of the Constitution, and the Faculty of Law should clearly convey the constitutional order of Macau in its teaching.
Secondly, to identify connection points and actively participate in national rule of law construction. The development of Macau requires integration into the overall national development. The Faculty of Law should leverage the advantages of the "one country, two systems" framework in the Hong Kong and Macau Special Administrative Regions, strengthen exchanges and cooperation with mainland law schools, and continue to highlight the teaching and research characteristics of comparative law and cross-border legal issues.
Thirdly, to further explore profound legal issues related to the practice of "one country, two systems" in Macau. Research on Hong Kong and Macau should be problem-oriented, closely linked to reality, comprehensively summarize valuable experiences from the practice of "one country, two systems," and generate more high-level and influential theoretical research results to contribute to the continuous improvement of the theoretical system of "one country, two systems."
Fourthly, to strengthen disciplinary construction and talent development and continuously enhance the internationalization of the faculty. Upholding the principles of cultivating virtuous individuals and pursuing excellence in both ethics and law, the Faculty of Law should improve practice-oriented training mechanisms and nurture foreign legal professionals with firm political stances, outstanding professional qualities, a comprehensive understanding of international rules, and expertise in international legal practices.

Dean Fang Quan expressed gratitude to Deputy Director Huang for his affirmation of the Faculty of Law and for providing guidance on its future development. She stated that although the Faculty of Law may not be large in scale, the team will make every effort to excel in the education of legal professionals in the Special Administrative Region and contribute to legal research.
