At 10:00 a.m. on February 27, 2024, the Law Lecture on “Frontiers of Comparative Public Law Studies” hosted by Faculty of Law of Macau University of Science and Technology (M.U.S.T.) was successfully held in Room N221 block N.
Director and Professor Fernando Loureiro Bastos,Professor Ana Rita Gil, from the Academic Cooperation Center of the Faculty of Law of the University of Lisbon (ULisboa), Portugal, were invited to be the guest speakers. Program Director Mou Xiaobo, , Assistant Professor Wong Weng Kuok , Assistant Professor Wang Wanli served as the speakers for the lecture, and Assistant Professor Wang Jia acted as the moderator. The lecture attracted nearly 100 students of Faculty of Law.

At the beginning of the forum, Program Director Mou Xiaobo on behalf of the faculty, presented souvenirs to the guests and took a group photo. During the lecture, the guest speaker, Professor Fernando Loureiro Bastos, discussed the frontiers and core issues of international law of the sea. Professor Loureiro Bastos starts with an introduction to the fundamental structure of the international law of the sea, emphasizing that since the end of the Second World War, the international law of the sea has been one of the most dynamic fields of international law.
Nowadays, with the rise of the ocean level, many thorny issues related to the international law of the sea have emerged. It is crucial to establish an international mechanism to resolve maritime space conflicts. For example, the immutability or variability of baselines may be used to determine the disappearance of islands, which are reference points in maritime space, simultaneously regarding the new issues that the legal impact of changes in territorial boundaries on the delimitation of maritime boundaries, these are deserved to receive attention. Professor Ana Rita Gil, the other guest speaker, then discussed the comparison of the judicial systems between Portugal and Macau, as well as the Office of the Ombudsman in the Portuguese legal order. Firstly, she described the similarities and differences between the judicial structures of Portugal and the Macao SAR, and compared the similarities and differences between the Portuguese Ombudsman and the Macao Commission Against Corruption.
In the forum, Assistant Professors Mu Xiaobo, Wang Jia, Wong Weng Kuok and Wang Wanli participated in the review and discussion. The entire forum lasted for two and a half hours, with active participation from both teachers and students. In an academic and friendly atmosphere of communication, the law lecture titled “The Forefront of Comparative Public Law” concluded successfully.
