To broaden law students’ international vision on the rule of law, deepen their expertise in foreign-related legal practice and diversified resolution of cross-border disputes, and build a regular exchange bridge between higher legal education institutions in China’s northwestern borderland and Macao, a group of law students from Shihezi University, led by Associate Professor Sun Anluo, travelled to Macao from 5 to 6 July 2026 to attend the summer study program Diversified Mechanisms for International Dispute Resolution. Jointly hosted by the Faculty of Law and Graduate School of Macau University of Science and Technology (MUST), the program leverages Macao’s unique jurisdictional and legal strengths. Integrating thematic lectures, industry visits and field research, it offered students immersive insights into Macao’s distinctive legal system, cross-border dispute resolution framework and achievements in integrity-based rule of law development.

Tailored to the academic characteristics and learning demands of Shihezi University’s law students, the program featured targeted thematic sessions centered on core foreign-related legal practice areas for teaching and discussion. Lectures covered three major themes: Macao’s arbitration legal regime, cross-border dispute resolution practice, and inter-regional judicial assistance between the Chinese mainland and Macao. Balancing theoretical depth and practical applicability, the sessions strengthened students’ professional competence in foreign legal work and enriched their knowledge framework of cross-border rule of law. During the industry visit session, the study group visited Lektou Law Firm in Macao to observe its day-to-day operations and gain first-hand experience of the foreign legal service sector. Chang San Chi, Senior Partner of the law firm, extended a warm welcome to the faculty and students. He gave a comprehensive overview of the firm’s development history, team structure, business scale and core cross-border legal services.
Drawing on decades of practice, Mr. Chang shared the core mission and professional standards expected of legal practitioners, urging students to uphold commitment to the rule of law. He also offered targeted career advice for students specializing in foreign-related law, encouraging them to develop in-depth expertise in specific national legal systems, master relevant foreign languages, sharpen legal reasoning and commercial negotiation capabilities, and boost their comprehensive proficiency in cross-border legal services. Afterwards, Mr. Chang guided the group on a tour of the firm’s premises, offering an intuitive look at how Macao law firms operate and their professional culture.
Visit to Lektou
To gain a holistic understanding of Macao’s rule of law development and expand their perspectives on governance, the study team conducted special field research at the Taipa Branch Office of the Commission Against Corruption (CCAC) of Macao SAR. CCAC staff elaborated on the Commission’s functional structure, law enforcement procedures, oversight mechanisms, and regular integrity promotion and education initiatives.
Adopting an innovative format combining thematic briefings and interactive experience, the research broke away from one-way passive learning, allowing faculty and students to fully grasp the underlying logic, operational mechanisms and integrity culture fostered by Macao’s anti-corruption legal system from multiple dimensions. The vivid on-site research transformed abstract anti-corruption legal theories into tangible experience, delivering an immersive practical lesson on the rule of law for all participants.

This summer study program has established a high-quality platform for academic exchanges between law schools on the Chinese mainland and in Macao. It helped law students from Shihezi University transcend geographical limitations, systematically learn about Macao’s unique legal regime and cross-border dispute settlement mechanisms, deepen their understanding of foreign-related rule of law and anti-corruption governance, and significantly advance their practical thinking and comprehensive competency in cross-border legal practice.
