On the morning of 13 July 2026, the Faculty of Law of the Macau University of Science and Technology (MUST) hosted the Seminar on Theoretical Research Projects on the Macao Basic Law, commissioned by the Committee for the Basic Law of the Macao Special Administrative Region under the Standing Committee of the National People’s Congress (NPC). A delegation led by Li Feng, Deputy Director of the General Office of the Committee, attended the event.
Focusing on the application and progress of theoretical research projects on the Macao Basic Law, the seminar gathered insights and recommendations from participants, facilitated in-depth exchanges to build consensus, and jointly charted a path for advancing theoretical research on the Macao Basic Law under the framework of “One Country, Two Systems.” Attending were Fang Zhou, Deputy Division Chief of the Research Office of the Committee; Li Yupeng, Second-Class Research Fellow of the Research Office; and Gao Zhen, Chief of the Legal Affairs Division of the Legal Work Department of the Liaison Office of the Central People’s Government in the Macao SAR.
The seminar featured distinguished participants from MUST and other local higher education institutions. Attendees included Professor Fang Quan, Associate Vice President of MUST and Dean of the Faculty of Law; Professor Yi Zaicheng, Assistant Dean of the Faculty of Law; Professor Shen Yunqiao; Associate Professors Bi Jingwei and Zhou Ting; and Assistant Professors Mou Xiaobo and Wang Rongguo. Also present were leading legal scholars from across Macao: Professor Zhao Guoqiang, President of the Macau Federation of Legal Professionals; Professor Lok Wai Kin, Research Fellow at the Centre for Constitutional Law and Basic Law Studies, Faculty of Law, University of Macau; Professor Leng Tiexun, Director of the “One Country Two Systems” Research Centre, Macao Polytechnic University; Professor Ip Kuai Peng, Vice Rector of City University of Macau; and Associate Professor Li Hongjiang, Program Director of the Faculty of Law, City University of Macau.

Professor Fang Quan, Associate Vice President of MUST and Dean of the Faculty of Law, presided over the seminar. In her opening remarks, Dean Fang warmly welcomed Deputy Director Li Feng and his delegation. She noted that Macao stands at a pivotal juncture as it launches the Third Five-Year Plan for economic and social development. She added that institutional innovations aimed at improving governance efficiency and appropriately diversifying economic growth require strong theoretical and jurisprudential support rooted in the Macao Basic Law. Against this backdrop, she emphasized that rigorous theoretical research on the Basic Law holds great practical significance and far-reaching strategic value, as academic insights can empower institutional innovation.
Deputy Director Li Feng delivered a briefing on the application and implementation of Basic Law theoretical research projects, along with updates on the Hong Kong and Macao Basic Law Research Society under the China Law Society. She clarified the objectives of the research visit and reiterated the unwavering commitment of the central authorities to supporting deeper academic research on the Macao Basic Law. She encouraged university scholars in Macao to uphold the fundamental principle of “One Country, Two Systems”, actively support law-based governance by the Macao SAR Government, strengthen the pipeline for professional legal talent, and fully integrate into national development strategies. She noted that these efforts will help underpin Macao’s long-term prosperity and stability, and provide strong legal safeguards for the steady and sustained advancement of the practice of “One Country, Two Systems”.

During the open discussion session, participating scholars shared candid views and exchanged perspectives on pressing topical issues related to the Basic Law, creating a practical and dynamic atmosphere for dialogue. At the conclusion of the seminar, Deputy Director Li Feng delivered closing remarks. She acknowledged the sustained contributions of Macao scholars to theoretical research on the Basic Law, as well as to constitutional and Basic Law education and outreach. She encouraged academic researchers to build on their existing work to further support the effective implementation of the Constitution and the Macao Basic Law across the region.

The seminar established an effective communication platform linking the Committee for the Basic Law of the Macao SAR under the Standing Committee of the NPC with Macao’s higher education institutions. It further strengthened academic ties between legal scholars from the Chinese mainland and Macao, consolidated shared consensus, injected new momentum into Macao’s Basic Law research and rule-of-law development, and laid a solid foundation for elevating Macao’s legal work under “One Country, Two Systems” to new heights.
