On the morning of July 2, 2026, Professor Fang Quan, Associate Vice President and Dean of the Faculty of Law at Macau University of Science and Technology (MUST), led a delegation to visit the Shanghai Arbitration Commission. Liu Xiaohong, Director of the Shanghai Arbitration Commission; Fan Mingchao, Executive Deputy Director; and Lu Chunwei, Deputy Director and Secretary-General, held a discussion with the visiting group. Accompanying Dean Fang were Yi Zaicheng, Assistant Dean of the MUST Faculty of Law; Mou Xiaobo and Zhou Ting, Program Directors; and Assistant Professor Chen Qin.

Symposium Between Dean Fang Quan’s Delegation and the Shanghai Arbitration Commission
During the symposium, Dean Fang introduced the disciplinary strengths of arbitration studies at the MUST Faculty of Law, with a special focus on its Master’s Program in International Arbitration. She stated that capitalizing on Macau’s locational advantage as a gateway linking Mainland China and the outside world, the faculty hoped to integrate practical resources through bilateral cooperation, jointly cultivate international arbitration talents, and deepen rule-of-law collaboration between Shanghai and Macao. The delegation also exchanged views on arbitration practices in Shanghai as well as the operations of research and teaching centers under MUST.
Director Liu Xiaohong gave a comprehensive overview of the Shanghai Arbitration Commission’s historical evolution and its market-oriented, specialized and international development in recent years. She voiced expectations for future cooperation in professional expertise development, market expansion, joint talent training and mutual learning. Executive Deputy Director Fan Mingchao and Deputy Director & Secretary-General Lu Chunwei separately shared updates on internationalization progress, case handling and arbitration talent training.
Combining Shanghai’s status as a leading arbitration hub and Macao’s geographic strengths in foreign-related legal services for the Greater Bay Area, both sides discussed coordinated approaches to cross-border dispute resolution and conducted pragmatic discussions on potential future cooperation areas.

This symposium has built a steady communication bridge between the MUST Faculty of Law and the Shanghai Arbitration Commission, marking a new phase of collaboration in arbitration talent training and cross-border dispute resolution. Moving forward, both parties will follow the principle of pragmatic cooperation and integrate complementary resources. They will push forward joint initiatives including training foreign-related arbitration professionals, conducting research on cross-border commercial dispute settlement, and linking practical teaching programs. Jointly, they will contribute to rule-of-law development in the Guangdong-Hong Kong-Macao Greater Bay Area and the high-quality advancement of arbitration undertakings in Shanghai and Macao.
