On the morning of June 29, 2026, Professor Fang Quan, Associate Vice President and Dean of the Faculty of Law at Macau University of Science and Technology (MUST), led a delegation to the Law Division of Henan University of Economics and Law (HUEL) for academic exchanges and a symposium. Joining the delegation were Yi Zaicheng, Assistant Dean of the MUST Faculty of Law; Mou Xiaobo, Program Director; and Assistant Professors Zhou Ting and Chen Qin.
The visiting group was warmly received by Professor Chen Xiaojing, Member of the University Party Committee, Vice President and Director of the HUEL Law Division; Cao Yajun, Director of the International Exchange and Cooperation Office; Associate Professor Wang Jian, Party Secretary of the Law Division; Professor Chen Zaishang, Rotating Director of the Law Division; Professor Ran Fuqiang, Dean of the Law School; Professor Jiang Baozhong, Dean of the School of Discipline Inspection and Supervision; Associate Professor Guo Shushan, Director of the Master of Law Centre; and Professor Fan Xiaolei, Dean of the Economic Law School, all of whom attended the symposium.

Discussion Session
The symposium was presided over by Associate Professor Wang Jian, Party Secretary of the Law Department. Vice President Chen Xiaojing extended a warm welcome to the MUST delegation. During the meeting, Dean Fang Quan presented an overview of the Faculty of Law at MUST, outlining its institutional strengths and disciplinary features.
In the open discussion segment, both sides held in-depth exchanges on disciplinary development, talent cultivation, curriculum system optimization, and training of foreign-related legal professionals. They shared institutional practices and development strategies, reaching further consensus on future cooperation.

Following the symposium, Dean Fang delivered an invited academic lecture themed Criminal Law Safeguards for National Security Under the Framework of “One Country, Two Systems and Three Jurisdictions”, moderated by Vice President Chen Xiaojing. Approximately 150 participants attended the lecture.

Moving forward, both institutions will adhere to the principles of complementary strengths and coordinated development. They will advance joint initiatives in training top-tier legal talent, collaborative academic research, and reciprocal faculty and student exchanges, working together to advance high-quality legal education in Henan and Macao.
