From December 14 to 19, 2025, a delegation of Macao legal experts and scholars visited Chongqing for an exchange program organized by the Liaison Office of the Central People's Government in the Macao Special Administrative Region. The Faculty of Law of Macau University of Science and Technology (MUST) was represented by a team led by Assistant Dean Professor Yi Zaicheng. Participants included Associate Professor Peng Yunpeng (Program Director), Assistant Professors Chen Qin, Man Tao, Chen Guanhong, Duan Yuanyi, and Visiting Lecturer Xu Bing. Also joining the delegation were Gao Zhen, Director of the Legal Affairs Department of the Liaison Office, and Wang Mengjia, First-Level Staff Member of the Macao Basic Law Committee of the Standing Committee of the National People's Congress. Over twenty legal experts and scholars from the University of Macau and Macao City University also took part in the visit.
During their stay in Chongqing, the delegation was warmly received by the Hong Kong & Macao Affairs Office of Chongqing Municipal People's Government. Focusing on various legal topics, the delegation held discussions with the Chongqing Municipal Justice Bureau and the Chongqing Arbitration Commission on implementing the Chongqing-Macao legal services cooperation framework agreement, opportunities and risks in "AI + Arbitration," and practical challenges in revising the Arbitration Law. They also met with the Chongqing Law Society and Southwest University of Political Science and Law (SWUPL) to explore cooperation in cultivating legal talent for the Greater Bay Area under the framework of the Mainland-Hong Kong-Macao Legal Alliance, models and challenges in cultivating foreign-related legal talent, and the theory and practice of legal coordination between the Mainland and Macao. Furthermore, in-depth exchanges were conducted with the Chongqing High People's Court and the Chongqing No. 1 Intermediate People's Court on topics including advancing the strategy of building China into a powerhouse in intellectual property (IP), establishing IP rules for emerging technologies like artificial intelligence, and IP protection and anti-unfair competition in the digital economy.

Additionally, the delegation visited the Hongyan Revolution History Museum, reflecting on the "Hongyan Spirit" and feelings of patriotism. They also toured the Chongqing Planning Exhibition Gallery and the Three Gorges Museum, appreciating Chongqing's rich historical and cultural heritage and its vitality in opening-up and development. A visit to the Chongqing International Logistics Hub Park and the International Legal Affairs Area for the New Western Land-sea Corridor provided insights into Chongqing's practices and achievements in using the rule of law to support its role as a strategic pivot in the Western Development drive and as an inland open hub. This exchange program established a dialogue platform for legal education and practice between Chongqing and Macao. Participating faculty members expressed that the visit was highly rewarding, and they intend to incorporate their insights and experiences into their future teaching and research.
