25 November 2025 – A delegation led by Mr. Ye Jian, Deputy Director of the Political Department of the Supreme People's Court, and Mr. Zeng Junrong, Deputy Director of the Research Office of the Macao Basic Law Committee of the Standing Committee of the National People's Congress, visited the Faculty of Law of Macau University of Science and Technology (MUST) this morning. They were received by Professor Fang Quan, Dean of the Faculty of Law, Professor Yi Zaicheng, Assistant Dean of the Faculty, Program Directors Bi Jingwei and Mou Xiaobo, and Assistant Professor Man Tao.

This visit served as a follow-up meeting with students from MUST who had participated in the "Summer Internship at Mainland Courts for Hong Kong and Macao Law Students" program. Approved by the Hong Kong and Macao Work Office of the Central Committee, coordinated by the Supreme People's Court and the Ministry of Education, and organized by the Liaison Office of the Central People's Government in the Macao SAR, the program has been held three times to date – in 2019, 2024, and 2025. Eighteen students from the MUST Faculty of Law have participated across these three sessions. The internship typically involves a week of training at China University of Political Science and Law, followed by practical sessions in courts located in cities such as Shanghai, Guangzhou, Nanjing, Hangzhou, and Shenzhen. Alumni participants attending the meeting included Mr. Chang San Chi (2019 cohort), Ms. Xie Fok U, Mr. Ho Sio Leong, and Ms. Fong Ka Cheng (2024 cohort), as well as Mr. Ip Ka Hei and Mr. Hong Chon Fong (2025 cohort).
Dean Fang Quan extended a warm welcome and sincere thanks to the delegation. She emphasized that the internship provides students with invaluable opportunities to step out of the "ivory tower," witness the complete judicial process firsthand, and observe the dynamic application of legal statutes in real cases. Students gain direct insight into the efficient operation of the socialist rule of law system with Chinese characteristics and the significant achievements made in judicial reform, trial quality, judicial fairness, and credibility. She noted that such cross-system exchanges are crucial for Macao's young law students to deepen their understanding of the nation, foster patriotism and love for Macao, and strengthen their commitment to the rule of law.

In his address, Deputy Director Ye Jian stated that the internship program has received strong support from courts across the mainland. He praised the MUST Faculty of Law as a vibrant institution with innovative teaching philosophies that cultivates cross-jurisdictional legal talents. Since 2019, participating students have impressed mentoring judges with their strong professionalism. He expressed hope that feedback from faculty and students would help further refine the program, ensuring greater benefits for future participants.

Program Director Mou Xiaobo, who led the 2025 cohort, remarked that the internship offers crucial practical training. It allows students to gain deeper insights into the mainland's socio-economic development, historical, and cultural heritage, and its legal system. This understanding, he said, is significant for Macao's integration into the nation's overall development.

Deputy Chief Judge Zheng Yanpeng, a mentoring judge, commended the Macao students for their high legal competence. He noted their ability to quickly formulate perspectives integrating Macao law after observing trials, drafting documents, and participating in deliberations. Mentoring students from a different legal jurisdiction presented both challenges and rewards, and he encouraged the students to use their legal knowledge to understand society and national operations, enhancing their sense of national identity.
Judge Mou Dan, another mentoring judge, shared that through activities like observing trials, case analysis, mock courts, and expert lectures, students gained a deeper appreciation for the differences between Macao and mainland law, as well as the humanistic aspect of law. She felt fortunate to share her judicial experience and build meaningful connections with the students.

Student representatives from the three cohorts shared their learning experiences and daily life during the internship. They expressed gratitude to the organizers, mentoring judges, and instructors for their meticulous arrangements and dedicated guidance. The interns described the program as highly professional and practical, broadening their career horizons and enhancing their comprehensive understanding of the nation's development. They pledged to actively contribute to the legal construction of Macao, the Greater Bay Area, and the nation in the future.

He expressed his hope that the internship program would continue to improve and that the Faculty of Law would encourage more Macao students to participate, jointly contributing to the cultivation of cross-jurisdictional legal talent.
