Cooperation and Win-Win: Signing of Mutual Liaison Offices between the Faculty of Law of the Macau University Science and Technology of and the Zhuhai Court of International Arbitration (Hengqin International Arbitration Center)

The "Cooperation and Win-Win: New Pathways for the Development of Sino-Portuguese Arbitration and the Inauguration Ceremony of the Liaison Office between the Faculty of Law of Macau University of Science and Technology and the Zhuhai Court of International Arbitration" was grandly held on the morning of October 28, 2025, at the N101 Auditorium of the Macau University of Science and Technology (hereinafter referred to as the University). This event was jointly organized by the Faculty of Law of the University and the Zhuhai Court of International Arbitration (Hengqin International Arbitration Center), with support from the Macau University of Science and Technology Foundation.

Notable guests included Mr. Huang Wenjun, Vice Director of the Department of Law of the Liaison Office of the Central People's Government in the Macao SAR, Mr. Iao Hin Chit, Deputy Director of the Legal Affairs Bureau of the Macau SAR Government, Ms. Kim, Ng In Cheong, Deputy Director of the Legal Affairs Bureau of Guangdong-Macau In-Depth Cooperation Zone in Hengqin, Professor Pang Chuan, Vice President of the University, Mr. Lei Wun Kong, Member of the 8th Legislative Assembly of the Macau, Professor Fang Quan, Dean of the Faculty of Law of the Universiy, and Mr. Wang Gang, Vice President of the Zhuhai Court of International Arbitration (Hengqin International Arbitration Center). Over 150 attendees participated in the event, including guest speakers, representatives from the legal and business communities in Macau, representatives from the the Zhuhai Court of International Arbitration, and faculty and students from the Faculty of Law of the University.

Mr. Iao Hin Chit, in his speech, emphasized that the successful hosting of this event fully reflects Macau's unique position and advantages as a service platform for Sino-Portuguese trade cooperation. He believes that by deepening international arbitration cooperation, Macau will further enhance its role as a bridge connecting China and Portuguese-speaking countries. In the future, the Macau SAR Government will continue to strengthen communication and collaboration with the mainland and Hong Kong, promoting "soft connectivity" in arbitration and legal services among the three regions, thereby providing solid support for enhancing the international competitiveness of the Greater Bay Area and optimizing the business environment.

Ms. Kim, Ng In Cheong, in her speech, stated that the establishment of a liaison office between the Faculty of Law of the University and the Zhuhai Court of International Arbitration represents another significant achievement in the coordinated development of arbitration legal services between Hengqin and Macau. The Cooperation Zone fully supports cross-border arbitration collaboration, the operational development of the liaison office, and the deep integration of legal education with legal practice. She expressed a commitment to work with all parties to further promote the cultivation and exchange of cross-border legal talent, exploring the establishment of arbitration mechanisms that better meet the needs of Sino-Portuguese economic and trade cooperation, thus injecting new vitality into the rule of law construction in the Greater Bay Area and the Cooperation Zone.

Professor Fang Quan, in her speech, expressed that the Faculty of Law of the University has always been dedicated to cultivating excellent students in the field of arbitration, actively contributing legal talent to the construction of the rule of law in arbitration within the Guangdong-Hong Kong-Macau Greater Bay Area. She noted that the collaboration between the Faculty and the Zhuhai Court of International Arbitration has a long history and hopes that both parties can establish a closer partnership through the mutual establishment of liaison offices, jointly creating a high-level arbitration exchange platform with international influence in economic and trade arbitration and cross-border dispute resolution between China and Portuguese (Spanish) speaking countries.

Mr. Wang Gang, in his speech, expressed the hope that both sides would use the liaison office as a platform to jointly conduct research on Sino-Portuguese arbitration theory and practice, cultivating interdisciplinary talent with bilingual capabilities in Chinese and Portuguese as well as legal expertise. He emphasized the importance of actively building an efficient and convenient cross-border arbitration service mechanism to enhance the regional business environment. He urged all parties to come together to deepen communication and collaboration and explore new pathways for the development of Sino-Portuguese arbitration, injecting new momentum into the rule of law construction in the Greater Bay Area and the economic exchanges between China and Portuguese-speaking countries.

During the signing ceremony, Professor Fang Quan and Mr. Wang Gang signed agreements on behalf of their respective institutions. Ms. Kim, Ng In Cheong and Professor Pang Chuan witnessed the signing. After the ceremony, all the distinguished guests jointly unveiled the "Zhuhai Court of International Arbitration (Hengqin International Arbitration Center) Macau Liaison Office" and the "Faculty of Law of Macau University of Science and Technology Hengqin Liaison Office."

Following the theme speeches, guests engaged in a discussion titled “Bridging and Transcending: A Vision for the Development of Arbitration under the Fusion of Sino-Portuguese Legal Cultures.” The session was moderated by Associate Professor Bi Jing Wei from the Faculty of Law at the University. At the conclusion of the event, Professor Yi Zai Cheng, Assistant Dean of the Faculty of Law at the University delivered a summary speech. He noted that the forum was characterized by professionalism, forward-thinking perspectives, and an international outlook. He highlighted the long-standing friendly exchanges between the University and the Zhuhai Court of International Arbitration (Hengqin International Arbitration Center), marking today as a new starting point for their collaboration. He expressed hope that both sides would contribute significantly to the development of the rule of law and high-quality arbitration in the Greater Bay Area.
