The 26th Shizi Gate Master Lecture: "Implementing Central Government's Comprehensive Jurisdiction to Advance the Steady and Sustained Practice of 'One Country, Two Systems' in Macau" Successfully Held by MUST Faculty of Law

At 10:00 AM on November 27, 2024, The 26th edition (Second of the 2024/2025 Academic Year) of the Shizi Gate Master Lecture, hosted by the Faculty of Law of Macau University of Science and Technology (MUST), was successfully held at the N101 Lecture Hall. The event was organized by the MUST Faculty of Law and sponsored by the MUST Foundation. The lecture featured Director Yang Zhaoye of the Research Office of the Hong Kong and Macau Basic Law Committee under the Standing Committee of the National People's Congress (NPCSC) as the keynote speaker, addressing the theme: "Implementing Central Government's Comprehensive Jurisdiction to Advance the Steady and Sustained Practice of 'One Country, Two Systems' in Macau." Director Yang has long been engaged in legislative and Basic Law research and has served as Director of the NPCSC Hong Kong and Macau Basic Law Committee Research Office since 2019.

The lecture was attended by distinguished guests, including Deputy Director Liu Zhongfeng of the Legal Affairs Department of the Liaison Office of the Central People's Government in the Macau Special Administrative Region (MSAR); Ms. Leong Weng In, Director of the Macau SAR Government Legal Affairs Bureau; Mr. Fong Meng Ian, Director of the Legislative Research and Coordination Department; Mr. Lam Man Tat, Director of the Administrative Division of the Macau SAR Education and Youth Development Bureau; Deputy Director Zhang Bin, Second-Level Researcher of the Legal Affairs Division of the Central People's Government Liaison Office in Macau; Ms. Wang Mengjia, First-Level Principal Staff Member of the NPCSC Hong Kong and Macau Basic Law Committee Research Office; Professor Fang Quan, Dean of the MUST Faculty of Law; Mr. Lao Chak Kuong, President of the MUST Faculty of Law Alumni Association; Assistant Professors Mou Xiaobo and Wong Weng Kwok; and over 100 students.

In her welcome remarks, Dean Fang Quan highlighted that the remarkable achievements of the Macau SAR over the past 25 years since its return to China stem from correctly understanding and balancing the relationship between "one country" and "two systems," as well as harmonizing the Central Government's comprehensive jurisdiction with the SAR's high degree of autonomy. She expressed gratitude for Director Yang's longstanding support for the Faculty of Law and emphasized that the lecture would deepen faculty and students' understanding of the theoretical and practical dimensions of the Central Government's comprehensive jurisdiction.

Dean Fang Quan Delivers Opening Speech


Guided by President Xi Jinping's important expositions on the Central Government's comprehensive jurisdiction and the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, Director Yang analyzed the theoretical essence of the Central Government's comprehensive jurisdiction from the perspectives of national sovereignty, governance, and China's unitary state structure. He underscored that the Central Government's comprehensive jurisdiction over the SAR has existed since its inception, emphasizing that governing the SAR well is a sovereign responsibility. Director Yang elaborated on the scope of this jurisdiction, including powers directly exercised by the Central Government, the high degree of autonomy granted to the SAR, and the Central Government's supervisory authority. He also highlighted the diverse methods through which the Central Government implements its jurisdiction in practice, such as institutional frameworks for safeguarding national security and refining the SAR's electoral system.

Director Yang stressed that "one country, two systems" is both a national unification policy and a governance system. He called for a holistic understanding of the Central Government's comprehensive jurisdiction and urged the SAR to strengthen its implementation of primary responsibilities while properly exercising its high degree of autonomy.
