On the morning of November 22, 2024, a delegation led by Hou Zhenfa, Party Committee Secretary of Zhongnan University of Economics and Law (ZUEL), visited the Faculty of Law at Macau University of Science and Technology (MUST). They were warmly received by Dean Fang Quan of the Faculty of Law, with Assistant Dean Yi Zaicheng, Program Director Mou Xiaobo, and Assistant Professor Liao Si participating in the meeting. Other distinguished guests included Zhang Qi, Director of the Finance Department and Dean of the School of Accounting at ZUEL; Zheng Ying, Director of the Hong Kong and Macau Education Center; and Liu Qi, Admissions Officer of the Hong Kong and Macau Education Center.

Meeting Between Dean Fang Quan and Party Committee Secretary Hou Zhenfa


Dean Fang Quan welcomed the delegation and provided an overview of the Faculty of Law’s development over its 24-year history, including its faculty and student body size, teaching strengths, national-level research platforms, institutional operations, and international collaborations. The MUST Faculty of Law and ZUEL have maintained a long-standing cooperative relationship. In 2018, with approval from the Ministry of Education, the two institutions jointly established the Macau Intellectual Property Research Center, a Key (Offshore) Partner Base for Humanities and Social Sciences under the Ministry of Education. Additionally, the MUST Faculty of Law has signed cooperation agreements with ZUEL’s School of Law and its Intellectual Property Research Center. Dean Fang expressed hope that both sides would leverage regional advantages, integrate resources, and deepen collaboration in the future.

Party Committee Secretary Hou Zhenfa acknowledged the MUST Faculty of Law’s distinctive educational approach and rapid development. He emphasized the enduring partnership between the two universities and expressed optimism for expanding existing collaborations. He highlighted the potential for further joint efforts through the Macau Intellectual Property Research Center, including faculty exchanges, student programs, academic research, and event co-organization.

Secretary Hou and his delegation, accompanied by Dean Fang Quan, toured the university’s History and Achievements Exhibition Hall to gain deeper insights into MUST’s founding history, recent developments, and future vision.
