On the morning of September 29, 2024, the "Academic Seminar to Commemorate the Centenary of the Birth of Professor Xiao Weiyun" co-hosted by the Peking University Law School and the Faculty of Law at the Macau University of Science and Technology (MUST), was held at Peking University. Attendees included Chancellor Liu Chak Wan, Vice Chancellor and President Joseph Hun-wei LEE, Secretary-General of the Board of Directors Chen Jimin, Vice President Tong Ka Lok, Dean of the Faculty of Law Fang Quan, and President of the Faculty of Law Alumni Association Lao Chak Kuong. Additionally, Program Director Mou Xiaobo, Associate Professor Peng Yunpeng, and Assistant Professor Guo Yiting from MUST participated in the event in Beijing. The seminar honored Professor Xiao Weiyun's significant contributions to education and national service while promoting his academic ideas.

Professor Xiao Weiyun was a distinguished constitutional scholar and legal educator in China, who played a pivotal role in the drafting of China's 1982 Constitution and other significant laws. He served as the head of the political system focus group in the drafting committees for the Basic Laws of Hong Kong and Macao. Additionally, he was a member of the Preliminary Working Body of the Preparatory Committee for the Hong Kong Special Administrative Region, as well as a member of the Preparatory Committees for both the Hong Kong and Macao Special Administrative Regions. Furthermore, he contributed as a member of the Committee for the Basic Law of Macao within the Standing Committee of the National People's Congress. His work has made substantial contributions to the theory and practice of China's Constitution and the Basic Laws of Hong Kong and Macao.

In 2000, when the Macau University of Science and Technology was established, Professor Xiao Weiyun was invited to serve as the founding dean of the Faculty of Law. He consistently emphasized that academia should not rest on its laurels but must continuously innovate and propose new ideas, thereby laying a solid foundation for the development of the Faculty of Law of MUST. In 2002, he was awarded the Honorific Title - Merit by the Chief Executive of the Macao Special Administrative Region, Edmund Ho Hau Wah, in recognition of his contributions to the Macao SAR.

Dean Fang Quan delivered a speech at the opening ceremony of the seminar, highlighting that Professor Xiao was not only an educator and a beloved teacher but also a kind mentor. As the saying goes, “Peaches and plums do not need to speak; the world will find its way to them.” As a legal scholar, Professor Xiao was a pioneer and a founding figure in the development of legal higher education in the special administrative regions under the "One Country, Two Systems" framework. The training program and teaching philosophy he established at the founding of the institution have withstood the test of time, and his foresight and vision are increasingly evident, continuing to inspire and guide the Faculty of Law at MUST as it progresses. In recent years, the Faculty of Law at MUST and Peking University Law School have consistently advanced their cooperation and exchanges, following in the footsteps of their predecessors. They continue to cultivate local and cross-regional legal talent, promote the rule of law in the special administrative regions, and, together with the people of Macao, compose a brilliant chapter in the successful practice of "One Country, Two Systems" with Macao characteristics.

Deputy Director Chen Sisi of the 13th Social Development Affairs Committee of the National People's Congress, Vice Presidents Gan Zangchun and Zheng Shuna of the China Law Society, former Deputy Director Feng Wei of the Hong Kong and Macau Affairs Office of the State Council, Peking University Law School Party Secretary and Dean Guo Li, and scholars from numerous universities—including Peking University, Tsinghua University, Renmin University of China, University of the Chinese Academy of Social Sciences, China University of Political Science and Law, Wuhan University, Shandong University, Sun Yat-sen University, Shenzhen University, Guangdong University of Finance and Economics, University of Hong Kong, Macau University of Science and Technology, University of Macau, and Macao Polytechnic University—along with many guests from practical departments, attended the event, totaling nearly a hundred participants.
