From July 8 to 15, 2024, Dean Fang Quan and Assistant Professor Guo Yiting from the Faculty of Law of M.U.S.T. traveled to Germany for exchanges. They were invited to participate in the 2nd European-Chinese Forum for Young Jurists and the Academic Seminar on “Paradigm Innovation of European-China Legal Knowledge Exchange”. They also visited the Faculty of Law of the Ludwig Maximilian University of Munich, the Law School of the University of Augsburg, the Law Department of Freie Universität Berlin, and the Faculty of Law of the Humboldt University of Berlin. The purpose of this visit is to facilitate exchanges and cooperation between the Faculty of Law of M.U.S.T. and well-known German law schools, and to effectively promote the internationalization process of talent training and discipline construction.
The 2nd European-Chinese Forum for Young Jurists and the Academic Seminar on “Paradigm Innovation of European-China Legal Knowledge Exchange” were held on July 12, 2024, at the Faculty of Law of Humboldt University in Berlin, Germany. The forum was co-hosted by the faculty members of Criminal Law, Criminal Procedure Law, Foreign Criminal Law, and Criminal Law Theory of the Faculty of law of the Humboldt University of Berlin, the Research Center of Innovation and Legal Studies between China and Europe at the Law School of the University of Augsburg, the Editorial Department of the “Legal Theory” magazine of China University of Political Science and Law, and the German Chinese Cultural Foundation. More than 70 experts, scholars, and young lawyers from China, Germany, Italy, the United Kingdom, Portugal, the United States, and other countries attended the conference. Dean Fang Quan and Assistant Professor Guo Yiting from the Faculty of Law at Macau University of Science and Technology were invited to participate.

Professor Fang Quan, Dean of the Faculty of Law of M.U.S.T., served as a reviewer for the 3rd unit of the European-Chinese Legal Expert Forum. The topic was “A New Paradigm for European-Chinese Civil and Criminal Law Knowledge Exchanges,” focusing on whether social order can be used as a protection of legal interests in criminal law. The discussion was launched during this session. The 3rd sub-forum on “Knowledge Exchange on Research on Emerging Issues in European and Chinese Law: Comparative Research between China and Europe” was presided over by Assistant Professor Guo Yiting. Dean Fang Quan served as a judge and reviewer, and also awarded certificates to the winners of the “NIO European Young Lawyer Award” at this forum.
This forum brought together Chinese and European legal experts and young lawyers, aiming to strengthen exchanges and cooperation between the Chinese and European legal circles, promote the exchange of legal knowledge, and jointly explore new trends and challenges in legal development. This forum has received widespread attention from domestic and overseas authoritative media. For example, Mr. Ruan Jiawen, a reporter from Central Radio and Television General Station in Germany, conducted a special report. During the forum, Dean Fang Quan of the Faculty of Law, and Luís Greco, Chair Professor of the faculty of law of the Humboldt University of Berlin, had an in-depth exchange of views on the respective development of the criminal law discipline in recent years, and discussed the project for exchange and cooperation in the relevant discipline.

Interesting Sidelights of the Forum
During the visit to Germany, Dean Fang Quan and the delegation visited the Faculty of Law of the Ludwig Maximilian University of Munich, the Law School of the University of Augsburg, and the Law Department at Freie Universität Berlin.
At the Faculty of Law of the Ludwig Maximilian University of Munich, Dean Fang Quan of the Faculty of Law at M.U.S.T., and the delegation met with Dean Ansgar Ohly, Professor Beate Gsell, and Professor Christian Walter from the Faculty of Law of the LMU Munich. They jointly conducted an in-depth discussion on the recent developments of their respective faculties, academic exchanges, and student exchanges.

At the Law School of the University of Augsburg in Germany, Dean Fang Quan and the delegation were warmly received by Professor Thomas Möllers, the Dean of International Affairs of the Law School of the University of Augsburg, the Director of the Research Center of Innovation and Legal Studies between China and Europe, the Jean Monnet Tenured Chair Professor of European Union, the Academician of European Academy of Science, Professor Shen Liuhua, and other colleagues. Dean Fang Quan of the Faculty of Law of M.U.S.T. was appointed as a senior visiting researcher at the University of Augsburg. Professor Thomas Möllers issued a letter of appointment to Dean Fang Quan. During the visit, Dean Fang Quan and the delegation met with three undergraduate students of the Faculty of Law of M.U.S.T. who were attending summer courses at the University of Augsburg. They engaged in an in-depth discussion on comparative law studies.

At the Law Department of Freie Universität Berlin, Dean Fang Quan and Assistant Professor Guo Yiting from the Faculty of Law of the M.U.S.T. had a lively and thorough discussion with Ms. Grit Rother, Director of the International Office of the Law Department of Freie Universität Berlin, regarding the specific details of cooperation between the two faculties. They reached a series of agreements. The consensus has laid a solid foundation for further deepening exchanges and cooperation between the two faculties in the future.
