On the morning of April 12, 2023, the Shenzhen Court of International Arbitration held the 4th session of the 2024 Arbitrator Training Exchange. Professor Fang Quan, Dean of the Faculty of Law of Macao University of Science and Technology (M.U.S.T.), was the speaker, discussing the theme of “Judicial Organizations and Mutual Legal Assistance in the Macao SAR”. The event was presided over by Mr. Liu Xiaochun, President of the Shenzhen Court of International Arbitration. Over 100 arbitrator representatives and lawyer representatives from Beijing, Shanghai, Shenzhen, Guangzhou, Hong Kong, Macau, and other locations participated in the training through online and offline methods.

Dean Fang Quan pointed out that under the current situation of one country, two systems and three jurisdictions in the Greater Bay Area, mutual understanding of the legal status of various jurisdictions is a necessary prerequisite for promoting the convergence of mechanisms and rules. In the lecture, Dean Fang Quan first reviewed the modern history and legal development of Macao. Following that, through the interpretation of Macao Basic Law, Macao Judicial Organization Law, and related laws, the establishment and jurisdiction of Macao courts, as well as the establishment and duties of Macao Procuratorate, are introduced, comparing with the judicial organizations of the Chinese Mainland. Based on several agreements between Macao and the Mainland in the field of civil and commercial litigation and arbitration, the mutual legal assistance in civil and commercial affairs in Macao is explained. Additionally, Dean Fang also introduced the situation of mutual legal assistance in criminal matters in Macao, pointing out the problems and challenges in legal construction in related fields, based on the Mutual Legal Assistance in Criminal Matters of Macao and the external agreements of mutual judicial cooperation on criminal matters signed by Macao.

Professor Yi Zaicheng, Assistant Dean of the Faculty of Law, and Associate Professor Shen Yunqiao, Director of the Research Centre for Arbitration and Dispute Resolution of the Faculty of Law, engaged in interaction and discussion with the arbitrators, creating a warm atmosphere.
