The Intellectual Property Law Alliance of Guangdong-Hong Kong-Macao Greater Bay Area (IPLAG) organized the 2022 Annual Meeting of the Guangdong-Hong Kong-Macau Greater Bay Area Intellectual Property Legal Alliance and the 4th "Macau Intellectual Property Forum", which was hosted by the Faculty of Law of the Macau University of Science and Technology (M.U.S.T)/ Macau Intellectual Property Research Centre and funded by the Macau Foundation. The opening ceremony was held on December 4th at 9:30 am in Room 104 of Building R at M.U.S.T.

Professor Joseph Hun-wei Lee, Vice President and President of Macau University of Science and Technology, first welcomed the leaders and guests attending on behalf of the university. In his speech, President Lee introduced the development of Macau University of Science and Technology, the Faculty of Law, and the Macau Intellectual Property Research Centre, and expressed that M.U.S.T has always supported diversified academic research, encouraged the creation of new knowledge, new technologies, and new products, and that intellectual property has become an important part of the university's intangible assets. Macau University of Science and Technology is willing to cooperate fully and contribute to the promotion of intellectual property cooperation and development in the Guangdong-Hong Kong-Macau Greater Bay Area.

Deputy Director Chan Tzewai of the Economic and Technological Development Bureau expressed that this forum conforms to the theme of innovative cooperation and development, and implements the policy guidelines for the construction of the Greater Bay Area, which has significant theoretical and practical significance. She also stated that the Macau SAR government has been and will continue to optimize the intellectual property protection system and related support policies, laying a solid foundation for the development of innovative technology and the promotion of intellectual property trade.

Professor Fang Quan, Chairman of the Guangdong-Hong Kong-Macau Greater Bay Area Intellectual Property Legal Alliance and Dean of the Faculty of Law at the Macau University of Science and Technology, stated that with the strong support of all parties and the active participation of the member units, the alliance has continued to develop since its establishment four years ago, and currently has 35 member units. In the future, the alliance will continue to actively contact academic and practical institutions in the Greater Bay Area, share successful experiences and high-quality resources, and build a base for cultivating legal talents, a research base, and an intellectual platform for intellectual property in the Greater Bay Area, to help create intellectual property cooperation mechanisms and improve the intellectual property service system in the Greater Bay Area.

Before the forum began, Minister Li Xuefei, Commissioner Ao Wengchi, Deputy Director Chan Tzewai, Director Lei Wengi, Principal Joseph Hun-wei Lee, and Dean Fang Quan jointly held a ribbon-cutting ceremony to mark the opening of the annual meeting and the forum.

The forum began with keynote speeches by Distinguished Guest Professor Wu Handong and Professor Yi Jiming from Peking University Law School. Professor Wu discussed China's digital economy governance, including issues related to patent and copyright protection, as well as data property rights and data property systems. Meanwhile, Professor Yi explored the legislative model for intellectual property, addressing the issues of geographic indications, industrial design, data information, and trade secrets. These speeches delved into the topics of intellectual property, digital economy, and related legal issues, aimed at enhancing the attendees' understanding and awareness of these matters.

Around thirty experts and scholars from various member units of the alliance conducted in-depth discussions on three main topics: "Fundamental Theoretical Issues in Intellectual Property System", "Cutting-edge and Hotspot Issues in Intellectual Property", and "Theory and Practice of Intellectual Property Protection System in the Greater Bay Area of Guangdong, Hong Kong, and Macau".
Forum's first session was chaired by Secretary-General of the Alliance and Associate Professor Yi Zaicheng from the Faculty of Law at the Macau University of Science and Technology. The forum featured Associate Professor Li Yahon from the Faculty of Law at the University of Hong Kong, Dean Xu Xuan from the Intellectual Property Research Institute at Jinan University, Dean Ye Weiping from the Institute of Innovation and Rule of Law at Shenzhen University, President Liu Ying from the Network and E-commerce Law Research Association of Guangdong Law Society, Professor Yu Xiang, Vice President of Hubei Normal University, and Deputy Director Zhang Qiuyue from the Zhuhai Intellectual Property Protection Center, who shared their research insights on the "Fundamental Theoretical Issues of Intellectual Property System." On December 3rd, the Alliance Council held a meeting in both online and offline modes at the R104 conference room of Macau University of Science and Technology. During the meeting, the Council unanimously voted to approve Guangzhou KuGou Networks and Guangzhou IPR Daily as new members of the Council. The Council also voted to have the Guangdong Zhongce Intellectual Property Research Institute organize the next annual meeting and discussed the matter of institutionalizing the Alliance.

The Intellectual Property Law Alliance of Guangdong-Hong Kong-Macao Greater Bay Area (IPLAG) was established in December 2018, led by the Faculty of Law of the Macau University of Science and Technology and the Center for Intellectual Property Studies, in collaboration with the Faculty of Law of the University of Hong Kong and the School of Intellectual Property of Jinan University. The first batch of member units included 26 academic research, legal practice, and service platform institutions from Guangdong, Hong Kong, and Macao. The Faculty of Law of the Macau University of Science and Technology serves as the chairman unit, and the permanent secretariat is located at the Macao Intellectual Property Research Center, which is a Humanities and Social Sciences Research Partnership Base of the Ministry of Education.
